Climate Change and Social Change - A Comparison of Regulatory Reform and Socio-Cultural Response to Climate Change Policy in Europe and the United States

Since the initial debates in Kyoto in 1997, climate change has been a subject of significant discussion, worldwide. The development of a regulatory framework to limit the impact of climate change has invited extensive political debate in the United States (US), though the introduction of the same or similar regulatory reforms have encountered very little opposition or discussion in Europe. The European Union (EU) has accepted climate change and has moved to make changes to prevent or reduce the effects. By contrast, the US has delayed legislative changes, appears reluctant to move in the direction of change, and is currently still debating the details of the research. The US are estimated to emit 15.6% of total worldwide greenhouse gas emissions, whereas the 28 member nations of the EU are estimated to emit 10.9% of total worldwide greenhouse gas emissions. Volumes of scientific study have been completed on the topic, and the US currently has a regulatory framework in place to limit the effects of climate change. Nonetheless, political discussions arguing whether or not to take action on climate change continue to take place. Threats of repeals of existing climate change legislation occur during political debates. Debate on climate change topics are still a common feature of social media (e.g., Facebook, Twitter). Even recent and well-funded efforts to provoke American voters into "caring" about climate change have been unsuccessful. Meanwhile, the EU signed the Kyoto Protocol in 1997, and has since developed and implemented a strategy for climate change that currently effects most citizens in their member states. European leaders have continued to make climate change topics high priority with respect to local legislation. Most recently, the EU has been developing "adaptation strategies" to assist member states in coordinating efforts to reduce and survive the effects of climate change in economic and social populations. Why is there such a difference in average opinions on the seriousness of Climate Change between the people in the United States and Europe? We seek to understand why European countries have taken a lock-step approach to climate change while the US have been more cautious. This paper explores some of the cultural differences and influences that affect Climate Change policy and attitudes in movement toward changes in the US and EU. This paper will seek to compare the differences in attitudes to climate change reforms by examining and comparing the following in the US and Europe: 1. Timeline of climate change milestones (research, international debate) 2. Timeline of follow-up actions 3. Key differences in debate topics 4. Introduction of regulatory reforms and policies associated with climate change 5. Current status of climate change reforms 6. Media discussions on climate change 7. Changes due to climate change initiatives 8. Attitudes to change, socio-cultural factors for attitudes 9. History of social change.
