In 2016, Harris Inc. designed and implemented the ADS-R Same Link Rebroadcast (SLR) airport service in support of the Federal Aviation Administration (FAA) Surveillance & Broadcast Services program. Airport structures can block reception of direct aircraft to aircraft ADS-B messages between aircraft on an airport surface that need to participate in an application such as Surface Indications and Alerts (SURF IA). In addition, severe multipath interference on direct aircraft to aircraft ADS-B messages may impact the reception of ADS-B messages on the surface. SLR service mitigates such risks by rebroadcasting targets in the same link, that is, 1090 Targets are rebroadcasted on 1090, and UAT targets are rebroadcasted on UAT. In this paper, we describe the SLR service and the data driven approach taken to optimize the design of SLR for airport surface service volumes.
