Hilly & gully area in the Loess Plateau became the emphasis of Western Development and Poverty Alleviation of our country since its ecological environment is poor, water and soil erosion is serous, and people here are so poor that they even can not keep body and soul together. Jiuhuagou watershed of Dingxi Prefecture of Gansu Province is in the hot water (such a place to face with the dilemma) of fragile ecological environment and economic poverty. People there integrate synthesis exploitation with synthesis amelioration of hills, water, farmland, woods and roads with small watershed as a cell, which proved to be a successful way to improve ecological environment and economy. The article introduces the composing and distribution of synthesis amelioration of ecological environment of Jiuhuagou watershed, and also sums up economic, social and ecological benefits it brings. Experiences show that, development of such regions as Jiuhuagou should base on construction of ecological environment, and economic development will provide support and impetus for it. To carry on synthetic exploitation and to develop ecological agriculture while ameliorating ecological environment are efficient ways to realize the goal of healthy circle of ecological system and also efficient ways to break poverty and set out a way to prosperity.
