Providing Representative Meteorological Data to AERMOD for the Liberty Borough Sulfur Dioxide One-Hour National Ambient Air Quality Standard State Implementation Plan

The Air Quality Program of the Allegheny County Health Department (ACHD) is preparing a State Implementation Plan (SIP) to address the new sulfur dioxide (SO2) one-hour National Ambient Air Quality Standard (NAAQS). Air-dispersion modeling will be used to help demonstrate attainment of the new standard in and around Liberty Borough, a nonattainment area of Allegheny County, Pennsylvania that is roughly ten miles southeast of Pittsburgh. This area is characterized by complex terrain. The recommended model for short-term SO_2 impacts within 50 km in complex terrain is the American Meteorological Society / Environmental Protection Agency Regulatory Model (AERMOD). As with dispersion models in general, AERMOD produces more reasonable output with better input data. For nonattainment areas in complex terrain, such as Liberty Borough, meeting the new SO_2 hourly concentration level will involve accurate quantification of crucial source emissions and release characteristics along with realistic representation of the atmospheric transport and mixing of the exhaust gases in the ambient air. Recent studies have demonstrated that the provision of accurate, representative meteorological data to AERMOD from prognostic models such as the Weather Research and Forecasting (WRF) model can improve AERMOD's output. WRF results coupled with the Comprehensive Air Quality Model with Extensions model in a previous Allegheny County SIP demonstration for PM_(2.5) were quite successful in reproducing the complicated flow pattern in the Liberty Borough area. So, the ACHD began running AERMOD with WRF input for the present Liberty Borough nonattainment area (which is more expansive than the previous area) with a select group of representative elevated point sources and no building parameters. The WRF-AERMOD output was compared not only to measured values of SO_2 impact, but also to results from the routine running of AERMOD with local (Liberty Borough) surface data and Pittsburgh National Weather Service (NWS) upper-air data and with just Pittsburgh NWS surface and upper-air data. In addition, runs were made to test the value of the LowWind BETA options with Liberty data. WRF-AERMOD runs yielded good results when compared with routine AERMOD runs, especially runs with the LowWind options. The WRF-AERMOD combination will be explored further for possible use in the ACHD SIP to demonstrate future attainment of the new SO_2 NAAQS. However, since use of prognostic-model input in AERMOD is not an approved Appendix W modeling method, approval from EPA will be required for a WRF-AERMOD combination, if it is to be used in the SIP.
