Lessons from the Mid-Atlantic Dray Truck Replacement Program

Replacing old, polluting diesel trucks is an important challenge for ports and truck owners everywhere. In the US, drayage trucks move import containers from ports to US businesses and export containers from US businesses to ports. Called dray trucks for short, these trucks tend to be older vehicles, and they often idle for long periods while they wait to be loaded. Diesel emissions from these vehicles contribute to the air pollution burden in and around port facilities and neighborhoods. Striving to reduce air pollution, some ports have enacted mandatory requirements that will admit only newer drayage trucks after set deadlines. Others have made progress with voluntary programs that help truck owners find funds to purchase newer trucks and scrap old ones. This paper describes lessons learned through the implementation of grants supporting voluntary dray truck replacement programs at US ports in Maryland, Virginia, Pennsylvania, and Delaware. Administered by the Mid-Atlantic Regional Air Management Association (MARAMA) with assistance from the University of Maryland Environmental Finance Center (UMD EFC), the Mid-Atlantic Dray Truck Replacement Program has enabled hundreds of dray truck owners to replace old diesel trucks with newer, cleaner vehicles. Funding sources have included grants from the US Environmental Protection Agency, the Virginia Port Authority and the Maryland Port Administration. The Program has also received supplemental environmental project funding negotiated as part of a compliance agreement as well as contributions from several carriers serving Mid-Atlantic ports. The Program provides up to $20,000 towards the purchase of a newer, cleaner truck, provided that the old truck is removed from service and scrapped. This paper will discuss the importance of support from port management and other stakeholders; communications methods; relationships with lenders, truck vendors, and scrap yards; and program management tools that have enabled this program to succeed. No two areas are the same, but there are some common themes, and we believe the lessons described here can help other areas seeking to meet the public health and environmental challenge of reducing diesel emissions from drayage trucks.
