The Kentucky River system consists of 14 lock and dam structures built from 1836 to 1917 along the 255-mile river. It is estimated that almost a fourth of Kentucky's population relies on the river for water supply. The dam structures are run-of-the-river. meaning that they overtop constantly (except in extreme drought conditions). Most of the locks are closed to river traffic, but a few remain open for recreational use. Lock and Dam No. 10 is one of the highest priority facilities in the river system. It impounds the water supply for the city of Winchester, and the pool downstream of the dam provides water for the city of Lexington (the second largest city in the state). The original Lock and Dam No. 10 on the Kentucky River (circa 1904) was constructed of first generation concrete, stone masonry, and rock-filled timber cribbing. The structures are over 110 years old, in a state of deterioration, and do not meet current stability criteria. Design is nearing completion for a replacement dam (just upstream of the existing facility), and a renovated lock that would revamp recreational river traffic in the area. Several important design considerations were accounted for at the site, including a municipal raw water intake just upstream of the dam. a recreational beach just downstream of the dam, and a well-known state park adjoining one of the dam abutments. To minimize the upstream and downstream impacts of the new dam and maintain the existing hydraulic signature of the river, extensive river flow modeling was performed to compare existing and proposed conditions.
