The paper considers the problem of leveling of municipal units development structural disparities with the aim of evening-out of negative effects of fragmentary economic space formation, social contradictions accumulation, low efficiency of strategic goals and tasks achieving of territories' socio-economic development. In this connection the paper describes a conceptual scheme of municipal units classification according to the level of a budget sector development. The scheme implements the methods of cluster and discriminant analysis and differs from the existing classification approaches in using of the most widely-spread seven agglomerative methods of hierarchical clusterization and the methods of measuring-in of the metric distance between objects in multidimensional space.
