The world is very dynamic and changing at a faster pace, requiring people to depend heavily on the exchange and processing of information for survival. Therefore, the role of education is to prepare humanity to respond effectively to these changes as they occur. Like other sectors of the economy, education is governed by policies and related documents. These documents needs to be properly utilised in guiding the education sector towards achieving the goals of Knowledge-Based Economy (KBE). This paper looked into the development of Information Communication Technology (ICT) in the Education sector in Namibia, with a focus of establishing its impact towards a Knowledge-Based Society (KBS). The paper critically analysed how the existing ICT policy in education and related documents has advanced the frontiers of ICT in the education sector thus far. Future research methodologies as relates to horizontal scanning, signalling and future wheel, were used to collect and analyse the data. The findings revealed that the ICT Policy for Education is one of the most influential policy framework with the potential to drive Education sector as a Knowledge Society (KS) pillar to greater heights in the 21st century. The study concluded that effective implementation of ICT Policy for the education sector, is instrumental in the realisation of Knowledge-based society. The study recommends that leaders from all different sectors of the economy should invest resources in the development of KS pillar, as these pillars relates to Education, ICT and STI. The investment of resources in these pillars would enable Namibia to effectively implement and monitor ICT policies relevance to the realisation of a knowledge-based society.
