To facilitate the using of 3D-printing process in the design and implementation of microwave components, this paper presents the measurement of the complex dielectric constant of 3D-printing non-magnetic materials. A rectangular waveguide based transmission line method has been used, through which the dielectric constant can be retrieved from the measured $S$-parameters of the transmission line filled with the 3D-printing material. The calibration of referenced phase plane has been discussed, and two empirical formulas have been introduced to improve the measurement accuracy. The proposed method has been experimentally verified, and a much smoother result has been achieved when comparing with the counterpart result obtained by a commercial software.
