Hull Structural Monitoring of USCG Cutters to Support Long Term Maintenance Decisions

The U.S. Coast Guard (USCG) operates its cutters in very challenging conditions. While on deployment, these ships are "always ready" (Semper Paratus) for law enforcement or search and rescue activities in heavy weather. For this reason, the USCG initiated a project in 2007 to assess hull structure fatigue design approaches for its new National Security Cutters (NSC). Following the initial fatigue life assessment, two additional cutters were instrumented to support long-term sustainment decisions.This paper presents an overview of hull structural monitoring of USCG Cutters to obtain information on the wave environment and hull structural response used in fatigue analysis of the hull structure. Cost benefit considerations are presented for instrumentation selection used for hull structural monitoring. Conventional strain gauge sensors and advanced acoustic emission approaches for hull structural monitoring are presented with relevant results used in hull structural service life decisions of two USCG cutters. A discussion is presented on the benefits of structural reliability in context of managing the uncertainties associated with the fatigue design and forecasting processes and uncertainty reduction by long-term monitoring. Implications of long-term hull structural monitoring on service life decisions is presented based on the example applications. The return on investment of hull structural monitoring is discussed based on the results of the work conducted.
