The home energy management system (HEMS) is an important tool for promoting energy conservation in thehousehold sector that can also contribute to CO_2 reduction from the sector. However, it has raised a question ofwhether consumers want to pay the initial cost for HEMS. For the survey, we classified HEMS into three functions,and consumers who responded to the survey were asked to assess the benefit of each function. The three functionsof HEMS are the visualization function, the monitoring function, and the electricity peak shift function.The purpose of our study is to clarify consumers’ willing to pay (WTP) for each HEMS function and discuss policythat will encourage the spread of the system among households. To this end, we conducted a survey of Japaneseconsumers. The survey yielded 1,406 responses from the original 1,946 target consumers, which resulted in arecovery rate of 72.3%. After the data cleansing, this study obtained 1,278 valid responses.The questionnaire survey of this study asked consumers whether they are WTP the initial costs for each function ofHEMS. The logistic regression analysis was performed using binomial variables (explained variables) that took onefor those who were WTP the initial cost and zero for those who were not. The explained variables were the WTPfor the three functions of HEMS. The explanatory variables were various consumers’ attitudes that were associatedwith consciousness of environmental protection, information seeking behaviour, and degree of energy reductioneffort, among others.The results of this study indicated that Japanese consumers have different assessments of and preferences for eachHEMS function. However, the average price levels that consumers are willing to pay for the three functions arealmost the same. In general, the price that consumers are willing to pay for HEMS is zero, namely, they are notinterested in buying it. Furthermore, even the consumers who are willing to pay for it are only willing to pay amountsless than the actual initial cost of the HEMS.
