In the development towards digital library, for most of the libraries without natioal major investment, it is difficult to accomplish digitalization in one move, and the construction of information resources, service function, informational management and so on will be inevitably affected. SO emergency measures should be taken to put the electronic digital information in a leading position of information resources construction so as to conform to the trend of the development of the construction and transmssion of information.
