The new century has arrived and the high in education is conducting the "Thought across the Century". Facing the striding development and the challenge of high-tech in 21-century, and with the socialize market economy marching towards maturity and perfection, the developing road of our high education, the goal and mode of the raising of "talents across the century", the teaching contents, the course system, the teaching method, technique and management, which are in accordance with this goal and method, are to become the hot and core point of the new teaching development of high education. It concerns not onlythe change of thought and perspective of education, a series of teaching reform but problems in the inner layer. It needs attentive discussion and research, repeated thinking, so as to form scientific decision and policy, and arrange the work of teaching reform of school. In March 1998, State Education Commission opened the 1~9(st) Session of Teaching Reform of National High Education Institutes. This meeting timely transmitted the important news that the State Education Commission would deepen teaching reform within a period of time thereafter and raise high quality talents who conform to the 21~(st) century. The concerning of this meeting enabled the improvement of quality education, innovative education and practical ability to be the theme of each university's teaching theme. The responsibility and pressure of universities were reinforced. This meeting demanded that universities develop together with time and society, seize the opportunity, and meet the challenge, so as to create the new outlook of educational and teaching reform.
