Continuity development is a new concept developed since international society entered into 1980s, which is an important change in the field of development concept of human beings. The core of which is DEVELOPMENT, requiring realization of social and economical development, based on continu9ous utilize resources and environmental protection, China is a developing ocuntry. The imple entation of continual development strategy is an improtant decision made by our Central Communist Party Committee and the Stae Council to the uture development direction of China and it is a natural choice, which leads the smooth system combination of China withinternational society towards 21 centruy. It is also the road along which 12 billion CHinese and their younger generation will follow under their common understanding.
