This paper, on the basis of the reference of both domestic and foreign methods of wheeling fee calculations, briefly discusses the calculation and the influential factors of electricity wheeling fee. In combination of the intrinsic characteristics of the grid and on the basis of the results of flow calculations, this paper proposes a matrix model of wheeling fee calculation in consideration of he three key parameters of bus voltage, voltage phase and transmission capacity with the grid operational cost as the dominance. In this model, the grid characteristics are fully taken into account and the system reliability is ensured furthest with market. And the model is verified to be feasible with the bus system in example 4 and the IEEE-14 bus system, which will help the government supervision departments to manage the transmission grid, enable the market participants to know about the wheeling fee and assist the grid managers to manage the grid. And it will be significant for the electricity market reforms both theoretically and practically.
