For large ground grid of HV and EHV substation, a concept "ground impedance" needs to take place of "ground resistance". And step voltage and touch voltage should be used as safety criteria for both human being and electrical installation. And the measurement of ground impedance can be carried out satisfactorily at site by abnormal frequency method.
