Using Positive Performance Indicators to Evaluate OHS Management System Effectiveness

OHS management performance is commonly measured using 'outcome measures' based on incident/accident data. Recently, the use of positive performance indicators to measure OHS management performance has received strong support. Positive performance indicators (PPIs) measure the 'input' or 'upstream' management activities implemented to prevent injury and illness. Australia Post (NSW/ACT) has introduced a self-assessment system incorporating positive performance indicators to supplement outcome measures of OHS management performance. This paper will discuss the development of the Australia Post (NSW/ACT) OHS Positive Performance Indicators System, a purpose-designed software application residing on the corporate intranet which is used by local facility managers to self-assess and report implementation of key corporate OHS strategies. Experimental investigation has demonstrated that the use of positive performance indicators to measure OHS management performance has substantially improved implementation of proactive OHS strategies, and contributed to significant injury reductions. Further, the self-assessed indicators provide a reliable measure of actual implementation of targeted OHS strategies. The paper will also discuss the use of positive performance indicators and outcome measures (incident/accident data) to evaluate the effectiveness of key elements of the OHS management system. A significant negative correlation has been found between positive performance indicators of some OHS management activities and incident/accident rates. The implications of these findings will be discussed.
