摘要

Proactive record keeping for compliance demonstration and management of change in the face of changing rules and plant operations require extensive support. The broad range of regulatory programs that must be complied with and the practical demands for cost-effective compliance management are most efficiently addressed using a computerized information management system. Continuous tracking of environmental compliance is particularly important in plants that have hourly, daily, monthly, and annual or "rolling" average composite limits that should not be exceeded. A computerized EMS provides a method for achieving these objectives with an effective allocation of resources. This technical paper reviews industry experiences and recommends procedures and tools for the design, development, and implementation of an Environmental Management System (EMS). Actual EMS case experiences from companies belonging to an industry consortium were analyzed and used as the basis for making recommendations on the functional specifications of an EMS and implementation strategies. All phases of EMS implementation are included in the scope of this paper, from defining business rules, to data model design, software development, population of the database, user training, compliance monitoring, and regulatory reporting. Plant operating personnel need accurate, complete, and timely information to optimize their production and site operations within process constraints, as well as to meet legal requirements for regulatory compliance. This paper will help compliance managers to develop, implement, and maintain compliance on an ongoing basis.
