Air quality concerns in the Los Angeles California area are governed by the South Coast Air Quality Management District (SCAQMD). South Coast Air Quality Management District Rule 1171 for Solvent Cleaning Operations was updated on January 1, 1999 with more stringent regulations designed to reduce the emissions of volatile organic compounds (VOCs) and stratospheric ozone depleting compounds released during solvent cleaning operations. Rule 1171 concerns these compounds at all stages of general maintenance and cleaning operations, including during use, storage, and disposal. These regulations are the most stringent in the nation for such operations. Specific industrial activities identified in and affected by Rule 1171 include the following: manufacturing, printing, pharmaceuticals, and lithography as well as general maintenance and cleaning operations. Particular classification of operations affected includes the production, repair, maintenance, and servicing of parts, products, tools, machinery, equipment, and general work areas. General maintenance and cleaning operations at both federal and industrial facilities within the Los Angeles Air Basin have been hugely impacted by this ruling. In effect, it requires that solvent cleaning operations be replaced by either aqueous cleaners or exempt cleaning compounds. The SCAQMD provides guidelines to solvent users for finding acceptable substitutes. Additionally, the SCAQMD provides criteria to manufacturers for obtaining compliance for their products. Since 1999, organizations within the Los Angeles Air Basin have had to make both process and equipment changes to their general cleaning operations in order to comply with this rule. For the most part, these changes have involved elimination of solvents from inventories, adoption of the use of exempt solvents and aqueous cleaners. While VOC-compliant cleaning can be successful, its implementation requires an understanding of its principles, capabilities and limitations as well as thorough training of operators. This paper will discuss the success of the approach taken by the Navy to use Rule 1171 both at activities within the Los Angeles Air Basin and elsewhere. Additionally, the paper will address implications and process changes involved, and the steps the Navy is taking to meet additional restrictions planned for this rule in subsequent years.
