Defense Reutilization and Marketing Service International (DRMS-I) is the official agency for worldwide reuse, recycling and disposal of property located outside the continental United States that has been declared excess to the needs of the Department of Defense. Our primary mission is to redistribute assets among the various military services (Air Force, Army, Navy, Marines), authorized U.S. Federal agencies, and eligible donatees who are under the umbrella of the United States Agency for International Development (USAID) or the National Association of State Agencies for Surplus Property (NASASP). Inherent in all our disposal processes is our commitment to protect the public from environmental mishaps. We are committed to reducing, as far as possible, any negative environmental impact from property that is under our control. The DRMS-I Quality Program is responsible for tracking Environmental and Operational compliance at each of the 26 international locations that fall under the organization's umbrella. Monitoring compliance with DoD and host nation regulations requires a carefully coordinated effort between field staff, DRMS-I Headquarters employees, Corporate Assistance Visit (CAV) contractors, and the Quality Program Team. Newly established, the Quality Program model ensures DRMS-I's pliance with the facility compliance audit requirements in Sec 402 of EO 13148, Greening the Government Through Leadership in Environmental Management, 22 Apr 00. This paper discusses the DRMS-I Quality Program model including a variety of Web-based tools developed specifically to improve the assessment process. Primary among these is the CAV Database, an all-encompassing but easy-to-use Web-based tracking system accessible to both corporate assessors and DRMS-I field staff This system includes information obtained from each field assessment customized to meet the independent requirements of the various participants. Serving as a virtual working space for the individuals and organizations collaborating in our unique assessment environment, the Quality Program's CAV Database and Website represent a dynamic model of compliance through cooperation. The intent of this paper is to describe the services required to perform compliance evaluations at Treatment Storage and Disposal Facilities (TSDFs) and Defense Reutilization and Marketing Offices (DRMOs) located worldwide under the cognizance of Defense Reutilization Marketing Service International (DRMS-I), Germany. The area of focus will be the role of technology in the assessment of compliance with U.S. and host nation laws applicable to hazardous property storage, processing, and disposal; air emissions; wastewater; solid waste; spill prevention and response planning; personnel safety and health; and policy on management of DRMO property.
