In June 2000, EPA released revised versions of three sections of its dioxin reassessment document: Dose-Response Modeling for 2,3,7,8-tetrachlorodibenzodioxin (TCDD), the Integrated Summary and Risk Characterization, and Toxicity Equivalence Factors (TEFs). An external scientific peer review meeting was held on July 25 and 26 in Washington, DC to discuss these sections. Based on comments received by EPA from the peer review panel, these chapters were revised and sent to the Science Advisory Board (SAB) for final review in September 2000. Although the SAB provided its technical comments to the EPA in November 2000, it will take several more months, and perhaps additional negotiation with the SAB reviewers, before final approval of the final dioxin reassessment document is completed.. Based upon the newest changes and responses already registered, the revisions may be expected to lead to more challenging regulations and controls for the affected industries. For example, EPA's reassessment estimates that dioxin's cancer potency is 3 to 30 times higher than previous estimates. Therefore, use of the new cancer slope factor estimates will result in higher predicted cancer risks than have previously been estimated. EPA has now classified TCDD as a "human carcinogen", and characterizes other dioxins as "likely human carcinogens". EPA is recommending the most recent TEF approach developed by the World Health Organization. EPA's latest reassessment, if fully confirmed during the scientific peer review process, may lead to much higher estimates of risk from potential sources of dioxin, such as: combustion of materials containing traces of chlorinated materials, chlorine bleaching of pulp and paper, and certain types of chemical manufacturing and processing. The current status of EPA's most recent revisions to its assessment of toxicity and the implications for potential dioxin emitters are reviewed in this paper.
