E-government is perceived as the latest trend in a set of market-driven reforms initiated by many governments since the early 1980s. However, while e-government and the appropriate use of Information and Communication Technologies have the potential to reshape governance structures and improve delivery of government services, it is not clear is would the effect on the possibilities of citizens’ participation in policy-making. This paper the aim to deconstruct the meaning of the various components of e-government, identify its conjectural domain and highlight the changes either needed for, or as a consequence of, such initiatives.
