The thesis aims to interpret that the pay - for water use system and the water -use - right tranzsfer system are important approaches to the implementation of water resources optimized allocation and sustainable utilization. Based on the plentiful analysis of the present water right management situation and present water demand and supply problem within basin unit of our country, some views on the perfecting water right system, determining water right management organs, quantifying water - use rights and establishing the principles of water right distribution, would be discussed. Meanwhile, in terms of different water management system establishment such as the water right management, the river regulation and the water resources allocation, the dynamic water regulation, the year - end water account balancing system, the dynamic regulation of the water right, ranking the water - use priority, paying for water use system, the system of water right transfer and water compensation, etc. , the context would explicate the necessity of establishing the water right management system in a river basin.
