In June of 1975 the American Society of Civil Engineers honored the Philadelphia Water System as a "National Historic Civil Engineering Landmark...a tribute to its great early engineering years" (PWD 1975). I take particular pleasure, therefore, in being able to share the history of the Philadelphia Water Department with the Society during its Sesquicentennial Celebration. I will focus on the early years of water supply in Philadelphia, but will bring you up to the present discussing both the engineering achievements and environmental issues which have shaped the Department's development. It would be a delight for me to recount a story that reflects rational political decision-making, and successful planning by engineers. The history of the development 'of Philadelphia's water system is not one of those stories. Like the development of water systems in most other 18th and 19th century urban centers, political decisions were made only after the community was in crisis. Solutions were engineered with some success, only after much trial and error. And, needless to say, those engineered solutions created unanticipated problems of their own. But somewhere in all of this, rational political decisions were made, and successful solutions - even elegant ones -engineered.
