In order to meet the demands of the EPA's Title V/NSPS air emissions control requirements for active landfill areas, an innovative exposed geomembrane cover (EGC) and gas collection system was developed and implemented at the Marion County Baseline Landfill facility. This project, located near Ocala in North Central Florida, was completed and put into operation in July 2002. It includes the following elements: 1. 19 acres of exposed 60 mil and 30 mil polyethylene (PE) geomembrane placed over the temporarily inactive portion of the active disposal cell to meet Title V surface emission monitoring control requirements. 2. 7,000 linear feet of horizontal gas collection system to meet Title V gas collection requirements to and to maintain the integrity of the EGC. 3. 7,000 linear feet of horizontal leachate injection system to provide enhanced bio-degradation and improved gas generation to support a potential gas to power project. This system collects on average 1,000 scfm of LFG at greater than 50% CH_4 and is capable of maintaining a uniform negative 1 to 2 inches of water column vacuum over the entire EGC closure area. The net result of this system performance is that no surface emissions locations have been identified in exceedance of the Title V/NSPS regulatory requirements of 500 parts per million (ppm). By using co-extruded (two color) PE liner in the 30-mil portion of the EGC, damage to the cover system is easily identifiable, thereby allowing for quick repairs to damaged areas prior to surface emissions monitoring (SEM) events. As allowed by the Title V/NSPS, Section 60.7 56(f), Monitoring of Operations, if SEM events for three consecutive quarters identify no exceedences, the SEM can be reduced to annual events. If this occurs, a significant savings in time and effort can be realized by the County in reducing SEM events. As landfilling moves from the current working face, the 30 mil liner will be pulled back to provide additional space for landfill filling operations. This project allows for timely installation of a gas collection and control system in compliance with requirements for active landfill areas, while minimizing the capital construction and long-term operational costs.
