The Environmental Protection Agency(EPA)promulgated the final Regional Haze Rule on July 1,1999,to improve visibility in 156 national parks and wilderness areas(Class I areas)across the country.At the same time,EPA identified 5 Regional Planning Organizations(RPOs)to do analysis and begin planning to meet the objectives of this rule.Since haze is a regional problem,multi-state organizations will be best equipped to do this.These RPOs are deeply involved in their technical analyses now and,in the case of the Western Regional Air Partnership(WRAP),already developing rules.The U.S.Court of Appeals for the District of Columbia Circuit issued a decision on May 24,2002,on the Regional Haze Rule,upholding the basic structure of the rule but vacating or questioning other parts(American Corn Growers decision).EPA is currently exploring its options in response to this decision,but the RPOs and their member states and tribes will continue to work on regional haze.This presentation will include an update on EPA's implementation of the Regional Haze Rule as well as a progress report on the work of the Regional Planning Organizations.
