摘要

When TEPCO's nuclear power plants had to be shut down one after the other after the discovery of improper management last year, it was LNG-powered thermal power generation that provided the bulk of the alternative power supply. This resulted in a very substantial additional demand for LNG, but the increasing number of players in the LNG market and the effects of technical innovations mean that it is now possible to conclude more flexible contracts than before. These changes enabled the market to meet the additional demand. Through these experiences, TEPCO became aware of the issue of coping with future short-term variations in LNG demand. However, new projects still need to start up smoothly in line with demand in order to ensure the long-term growth of the LNG market, and to achieve that, there must be guarantees of cash flow like those provided by conventional long-term contracts. In order for the LNG market as a whole to develop and expand, there must be a combination of long-term and short-term contracts in an appropriate balance. LNG buyers are no longer as willing to accept the sort of rigid contract conditions that used to be seen, but it may be possible to find solutions where the seller and buyer collaborate in constructing a risk-sharing scheme for a new project. From this perspective, this paper introduces some of the new ways in which TEPCO is involved, including participation in upstream projects and FOB ship ownership
