The study aimed to provide baseline data for life skills education (LSE) design for HIV prevention and care intervention in Papua province of Republic of Indonesia. A cross sectional study was conducted in 2100 junior high school students in urban and semi-urban schools using PPS method. A qualitative was added to assess the readiness of the community, school and local government. The study found high levels of risk behavior such as young age of first sexual experience among subjects, misconception about HIV prevention and conception. Promiscuity is high since almost half of the adolescent cannot be assertive to say no sex with their partners. Taboo to talk about sex both in teacher and parents side, lack of skill and facility in school and unsustainable adolescent program can hinder the adolescent from the information about sexual risk behavior.
