Evaluation of Transboundary Pollution in the Lower Rio Grande Valley using a GIS/Source Modeling Approach

The Lower Rio Grande Valley (LRGV) has shown a dramatic increase in population, commerce, and traffic activities in the last decades. The region comprises the counties of Cameron, Hidalgo, and Starr in Texas and the municipios of Matamoros, Rio Bravo, and Reynosa in Tamaulipas. This region had a population of 1.9 million in the year 2000. The population could reach 2.65 million in the year 2010 and 3.7 million in the year 2020. The vehicle fleet would be around 1.24 million in 2010. Although air quality data in the region show compliance with the four U.S. criteria pollutants that are monitored in Texas and compliance with PM10 standards on the Mexican side, some short-term local episodes have occurred. These episodes were caused either by meteorological conditions combined with long-range transport of pollutants from outside the region, or by sporadic local air pollution events. These episodes united with the fast growing traffic and commercial activities and the intense agricultural activities have raised the interest in evaluating the impacts of transboundary pollution on air quality. In this study we present the results of the application of a GIS/Source Modeling approach to evaluate the possible contributions of different U.S. and Mexican sources on PM10 transboundary concentrations in the LRGV. The results show that there is important transboundary pollution in the period studied. It was also found that the contributions in PM10 concentrations are highly dependent on the emissions estimated for the different sources on the region.
