The object of this study is to evaluate the quantitative impacts of fluorocarbon emissions and to examine the multilateral environmental policies for reducing these emissions for the abatement of global warming as well as the prevention of ozone depletion. We particularly drew attention to the gaps between the Montreal Protocol and the Kyoto Protocol, focused on the emissions of chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs) as well as hydrofluorocarbons (HFCs), and proposed an essential international framework for regulations on the emissions of CFCs and HCFCs. In addition, we created a new inventory of fluorocarbon consumption data in the world, and examined the possibility of technology transfers from Japan to developing countries in order to reduce fluorocarbon emissions under the new international frameworks. As the result of the new inventory of fluorocarbon consumption, it was found that the consumption of CFCs and HCFCs have been far larger than that of HFCs in the world. In particular, the measures for reducing these emissions in developing countries are essential; however, no measure for emission reductions has been taken in developing countries yet. Thus, it is necessary to provide financial aid as well as technological aid in order to promote emission reduction policies. Therefore, we examined technology transfers from Japan to China as one of the case studies. The results lead to the conclusion that measures for the recovery and decomposition of fluorocarbons are technologically feasible and the cost-effectiveness of technology transfers is highly expected depending on grants or the revenue from the transaction prices of Certified Emission Reductions (CERs) under the new international frameworks.
