CO_2 Capture and storage (C&S) is increasingly recognised as a technology that could enable deep reductions in CO_2 emissions, yet today, less than 10Mt p.a. of anthropogenic CO_2 is captured and stored worldwide. To deliver a 100x scale up in terms of emission reductions, CO_2 from power plants (or potentially large industrial sources) will need to be captured. However, currently there are insufficient commercial incentives plus the technology costs and risk remain too high for C&S to be economically viable in the power or industrial sectors. The challenge for policy makers will be to enable economic deployment of C&S initially in the power sector as part of a portfolio of CO_2 emission reduction options. The challenge for commercial organisations will be to understand how they can develop C&S into a commercially viable business to enable large-scale deployment. The paper explores these challenges from the perspective of a large integrated energy company and assesses the potential pathways for C&S to evolve as a large-scale CO_2 mitigation option. The paper assesses current policy measures and incentives as well as the costs and barriers to understand where and why C&S is being deployed today. It reviews the emergence of carbon pricing (through emissions trading and other Kyoto based mechanisms) and the potential cost reductions identified for capture technology to understand the impact these factors will have on the overall economics of C&S in the short to medium term. The paper also provides an assessment of the types of policies that will be needed to support wider scale deployment of the technology in the medium to long term. The paper then focuses on the power sector -C&S will be considered alongside other emission reduction options power companies have available to understand its potential role. It analyses the capital investment requirements needed to build a large-scale C&S business, the emission reductions this could deliver and some of the structural barriers inherent in the industry to understand how and when C&S could be deployed in the power sector. The paper will conclude by speculating on several potential pathways for how capture and storage could develop as a business over the next 20+ years.
