A discussion about bilateral nature of wastes, "resource" and "pollutant", in conjunction with the present status of recycling activities in the East Asian countries has been made. The following items were described in the paper; (1) Optimization of domestic resources circulation system in each country under the concept of "3R", (2) Setting up joint meetings among countries involving "Green Aid Plan" under the agreement between two countries and/or specific areas, (3) Standardization of environmental criteria and statistics about resources flow, recyclers, waste traders, etc., through written reports, joint meetings and various IT based media, (4) Technical and economical support, capacity building, and environmental education among countries, (5) Establishment of resources circulation network among East Asian countries under the security of good traceability especially for waste materials.
