Planning for ecology: a Greater Manchester case study

Along with the recognition of the importance of urban areas to biodiversity came the need to develop effective methods to protect and enhance nature in cities. Current UK policies and legislation require local authorities to plan strategic habitat networks, intended to minimise the impacts of fragmentation and isolation, and to meet other, broader, open space planning objectives. The incorporation of the ecological network concept in the Unitary Development Plans (UDPs) for the ten Districts of Greater Manchester was assessed, using criteria compiled from existing literature, to identify the existence and robustness of functional ecological networks. While a strong base of core sites and corridors was recognised in most Districts, they were not contiguous networks. There was a focus, in the UDPs, on creating physical linkages, often lacking baseline ecological data. The resultant framework was considered to be closer in concept to that of a Green Infrastructure than to that of a functional ecological network. The review highlighted the difficulties in reconciling ecological aims with the reality of urban planning and indicated a need for guidance for planners on the interpretation of current and forthcoming policies. The need to strengthen the links between the concepts of Green Infrastructure and ecological networks and to embed the former concept in the planning policy framework was also identified.
