The paper presents a method of evaluating an ideal ground surface for personal motorvehicles to be utilised by the majority of people in condition of known urban characteristics of a settlement: density of population, buildings, streets, parking places, etc.. The purpose is to decongestionate the environment, establishing vehicle taxation strategies. It is given an example of taxation depending on the vehicles ground surface, stimulating people to buy adequated microvehicles or utilise public transportation. There are also presented such microautomobile solutions, actually not available as serial products on the market, and an approach of their prototyping by converting adequated ATVs.
