Baltimore Gas & Electric (BGE) and KEY Environmental, Inc. (KEY) teamed to op- timize a LNAPL recovery program, and ultimately eliminate LNAPL pump-and-treat systems at a 72-acre former MGP site. While source removal and protection of a down- gradient river receptor remained the primary remedial objectives, the team was successful in significantly downsizing operations and reducing costs. This paper will describe the effective use of an LNAPL migration model to support passive LNAPL recovery, docu- ment full scale remedial optimization economics, and highlight the shutdown of pump- and-treat recovery systems - including regulatory considerations and lessons learned. In the mid-1990’s BGE completed installation of a large, complex LNAPL recovery and groundwater pump-and-treat system as the primary remedial solution for mitigating an on-site LNAPL plume. However, this system became obsolete because of decreasing volumes of recoverable LNAPL and high associated operating and maintenance costs.
