For many in today's PVC market, the waters can indeed seem quite rough. Navigating can be diffcult. Producers in markets characterized by troubled economies and high production costs might even feel as if they were caught in the middle of a maelstrom. This powerful whirlpool or vortex can sink ships by pulling them under. One of the primary reasons why the PVC waters are so choppy is a result of its position in the product life cycle. In some of the larger, more traditional markets such as North America or West Europe, PVC is clearly in the maturity or decline phase of its development. These phases are characterized by stag- nating or shrinking domestic sales.
