摘要

Tackling the challenge of flood management requires a move from the generally examined local crisis management approach to a basin-wide holistic flood risk management approach within the context of Integrated Water Resources Management (IWRM). In this paper, flood risk management strategies in mixed-use urban and rural river basins and the concept of resilience as well as the resilience criteria are discussed. Resilience in flood management is defined as the capacity of a system to tolerate flood events and to return to a normal situation after flooding. Resilient strategies are focused on reducing the consequences of floods and increasing the speed of recovery instead of trying to reduce the frequency of flooding events. The concept of resilience and different flood risk management strategies are assessed in Gorgan River Basin in North-East of Iran as the case study, through 1D-2D flood modelling and a Multi-Criteria Decision Making (MCDM) for assessment and ranking of the strategies.
