摘要

More and more attention have been paid to E-waste in the world from the perspectives of resource as well as hazardous potential; In Japan, Small-sized E-waste Recycling Law came into force since Apr 2013. Because many small-sized E-waste contain primary or rechargeable batteries, batteries handling should be taken care of during collection and recycling process; Current batteries collection rules in Japan were reviewed. Many municipalities do not instruct how to discharge Li M batteries. Collection rules and material flow should be considered in order to reduce the complexity and improve hazardous and resource potential; From actual fire incidents and experiments, Li M battery and dry cell (9V) may be priority targets for safety. Many fire incidents happen from mixed metal scrap exported from Japan to China. Appropriate recycling system and enforcement should be established.
