Fillmore California, a small town of about 15,000 in southern Ventura County, just north of Los Angeles, faced a problem in 2003. The California Regional Water Quality Control Board, Los Angeles Section (RWQCB) imposed more stringent limitations on the wastewater discharged by the municipal wastewater plant into the nearby Santa Clara River. At that time the local sewer plant, built in the 1950's, and expanded but not updated in 1995, was unable to meet existing National Pollution Elimination Discharge Elimination System (NPDES) requirements, and was regularly assessed substantial fines for exceeding discharge limitations of many effluent constituents including Total Dissolved Solids (TDS), chloride (C1), and bacteria, both coliform group as well as fecal. (RWQCB xx) Contemporaneously, California was looking to curtail potable water use by implementing both conservation measures and developing water reuse throughout the State. The identified goal was to reduce per capital potable water consumption in California by 20 percent by the year 2020. This initiative was finally formalized by Governor Schwarzenegger in 2009 as his Cal20x2020 initiative in 2009.
