WATER REUSE IN NORTHWEST TORONTO - A REALITY?

Water reuse in Canada - it would seem to be an oxymoron! We know that water resources are strained around the world and the Province of Ontario, Canada is no exception. The Region of York, with a population of over 1.1 million people lies to the northwest of Toronto. Annual rainfall is about 32 inches/yr (818 mm/yr) but in recent years the summer rainfall has been well below average. Water for irrigation is very important in the region as there are scores of golf courses and hundreds of acres (hectares) of sod farms dotting the region. Water reuse can help! The region is growing very rapidly and additional wastewater treatment capacity is needed to service this growing population. In addition, water for irrigation of sod farms and golf courses has been drying up local wells and streams. Water reuse can relieve that pressure on the natural resources and has become one of the drivers for a proposed 10.6 MGD (40 MLD) advanced wastewater treatment plant (York Water Reclamation Center - WRC). This facility will be the first of its kind in Ontario and has created a lot of interest. To establish that the WRC is the most feasible solution for the disposal of the Region's wastewater (a tunnel to Lake Ontario was the other option), Conestoga Rovers & Associates, Black & Veatch and AECOM are carrying out an Individual Environmental Assessment (IEA) for wastewater disposal for approved growth in the northern area of the Region of York. There are several significant constraints and considerations that limit the number of alternative solutions for wastewater treatment in Upper York including: ? Significant limits on the amount of treated wastewater that can be discharged to the Lake Simcoe watershed in which the service area lies. ? Intra-basin transfer requirements further restrict possible solutions for Upper York with a strong desire to keep all wastewater generated in the region within the watershed. ? The Province of Ontario has had a long standing policy to specifically eliminate treatment plants discharging to rivers with low assimilative capacities for phosphorous. The proposed WRC is the preferred alternative - a first of its kind. The reclaimed water produced will be used for a variety of water reuse opportunities, or be discharged to the East Holland River and meet all applicable water quality standards. The plant will be designed with the operational flexibility needed to meet multiple treatment objectives. This means the WRC will be designed with the ability to discharge 100% of the effluent into the East Holland River and meet the total phosphorus (TP) loading cap and other final effluent requirements. The plant will be able to produce final effluent with TP concentrations that will be less than 0.015 mg/L. In addition, it is expected that other effluent parameters will be very low with the produced water akin to drinking water quality standards.
