Eastern Municipal Water District (EMWD), located in arid Southern California, provides water, wastewater and recycled water services to an area of approximately 540 square miles that includes the cities of Moreno Valley, Perris, San Jacinto, Hemet, Murrieta, and Temecula, and unincorporated areas of southwest Riverside County. Formed in 1950, EMWD annexed in 1951 into the Metropolitan Water District of Southern California (MWD) and has grown to serve a population of 755,000 throughout its service area. Although historically a rural community, EMWD's service area is poised to experience significant urban growth into the future. Like many water districts in the region, EMWD, relies heavily on imported water from MWD, importing approximately 60% of its supply from the Sacramento/San Joaquin Bay-Delta and the Colorado River. EMWD's long term objectives include reducing dependency on imported water, maximize local resources and enhance the reliability and sustainability of the available groundwater. Recycled water represents a significant component in achieving these objectives and EMWD has made significant progress in advancing its recycled water program.
