摘要

The integrated planning process used to develop the city of Franklin Integrated Water Resources Plant (IWRP) highlights both the technical challenges and successes of conducting and communicating complicated and sometimes potentially controversial project options for managing water resources demands. The IWRP process allowed communication of the technical aspects of stakeholder identified project options and allowed stakeholders to participate in developing a long-term plan for meeting the City's water resources demands. This process allowed stakeholders to discuss difficult issues in an educated, productive manner that facilitated acceptance so that the most sustainable and cost-effective solution for meeting the city's long-term wastewater demands could be implemented.
