Tampa Electric Company (TEC) operates a 260 megawatt Integrated Coal Gasification Combined-Cycle (IGCC) power plant outside of Tampa, Florida known as the Polk Power Station (PPS). Water quality of the adjacent cooling reservoir has been declining, due primarily to increasing total dissolved solids (TDS) levels. Makeup water is currently supplied from wells drawing from the Floridan Aquifer under a permit from the Southwest Florida Water Management District (SWFWMD). Relying on makeup water from one of the primary drinking water sources in Florida is not sustainable, and increasing the permitted withdrawal to address the TDS problem or to allow PPS expansion is not a plausible approach.
