Natural disasters coupled with poverty have devastating impacts, leading to high death tolls and loss of basic human services such as water and sanitation. The January 2010 earthquake that struck the capital of Haiti resulted in an estimated 230,000 deaths and 2 million displaced. Investments needed for reconstruction are estimated between US$8-14 billion. Prior to the earthquake however, only about 70 percent of urban dwellers in Haiti had access to an improved water source. The socio-political, environmental, and economic conditions that led to failure of water supply systems pre-earthquake will directly impact the success of post-earthquake investments in water infrastructure. Models and methodologies are needed that allow for the incorporation of these factors into decisions on short-term water needs with long-term sustainable water supply infrastructure. This paper outlines an example framework, called Rapid, Adaptive Needs Assessment (RANA) for Humanitarian Assistance and Disaster Response.
