International measurement standards such as IEC [1] currently provide the basis for the SAR (Specific Absorption Rate) conformity assessment, of mobile phones which are operated close to the ear. The SAR measurement provides information about the maximum (standardized) RF (radiofrequency) exposure induced by the device but it does not provide much information about the:exposure in real-life use conditions. Since -all marketed mobile phones are expected to be SAR compliant; a natural tendency – when one is aware and concerned about SAR regulations – could be to select the mobile phone with the lowest SAR value after all other considerations such as aesthetics, design, functions, etc. of the desired mobile phone are fulfilled. However this approach could be misleading since the OTA. (Over The Air) performance of the device is usually not provided to the end-user. For example, a mobile phone with a bad antenna design is more likely to provide flow standardized SAR value – considered synonymous of a low RF exposure device – but a poor OTA performance. Obviously the exhaustive OTA performance parameters – radiation pattern, TRP, etc. –cannot be provided to the end-user of the device.
