摘要

The Norwegian authorities published in 2014 a national “cross-sectoral” biogas strategy aiming to to increase anaerobic digestion of organic solid waste from households and other sources. Two models have been developed to give input to the increase of biogas production and optimisation of biogas value chains in Norway: an environmental impact model and an economy model. A large range of actors along the value chain has taken part in the development. This paper describes the two models, their purpose, methodology and application. Results from use of the models are presented through a case study. The results show that a combination of environmental impact assessment and value chain economy can serve as a decision support tool for actors. In addition, the models can give input to authorities on how to obtain the national goals by documenting the lack of economic incentives and by simulating the effect of different political measures.
