This paper addresses the governance of veterinary practice. I argue that the existing self-regulatory framework is outdated and contrasts sharply with the close legal governance of the practice of human medicine. Specifically, I contend that the current regime is too reactive and that mechanisms for dealing with complaints raise concerns about the independence and transparency of decision-making. Furthermore, the limited options open to the disciplinary committee, and the limited rights of appeal forthose subject to complaints give rise to further concern. In short, the current model, established 45 years ago, continues to display all the traditional shortcomings of the self-regulatory paradigm. For dissatisfied clients, the only alternative is litigation on the basis of either professional negligence or breach of contract, but there are formidable obstacles to success in litigation. I conclude that the Veterinary Surgeons Act 1966 is no longer fit for regulatory purpose and that, notwithstandingvarious practical and economic barriers to reform, the veterinary profession should heed the lessons of human medicine and take the initiative in promoting legislative change. While the regulatory body, the Royal College of Veterinary Surgeons, favours legislative reform, there seems little political will for new legislation. However, unless this occurs there is a real risk that future reforms will be forced upon the profession in response to scandal or breaches of human rights, which will do nothing topromote public trust and confidence in the veterinary profession.
