Resilience is the ability of a system to absorb, adapt and recover rapidly from a disruption so that normal levels of the service delivery can resume. Over the last decade, there has been an increasing interest in resilience research. In this paper, a framework is developed to quantify critical infrastructure system resilience. The framework looks at the system resilience by considering both the intrinsic system capacities and the extrinsic random shock process. The randomness in the recovery process has been considered. A recovery function is proposed to formulate the relationship between resilience and the severity and recovery time. Taking power systems as a case study, recovery functions are estimated and resilience is evaluated.
