The Satellite/Terrestrial Integrated mobile Communications System (STICS), in which mobile terminal can use both terrestrial and satellite phone networks, has been studied. The STICS is expected to play important role for assuring important emergency calls during large scale disasters by big earthquakes. Communication capacity of the satellite system is smaller comparing with terrestrial system. So, the authors proposed to make a channel framework of priority channels for important emergency calls in the satellite channels for increasing channel utilization rate by sharing the channels out of the framework between important emergency calls and other calls. But fluctuation of call demand is not considered in that study. Therefore, in this paper, we propose scheduling method in which PCREC (Priority Channels Rates for Emergency Call) is adjusted according to time schedule table. Our simulation study showed the proposed method yields the high channel utilization rate with no call blocking in important emergency calls.
