One of the priorities of electricity market reforming process in Ukraine is development of security of electricity supply (SoS) rules. As a result of the electricity sector unbundling and restructuring, responsible entity for this activity was disappeared. As a result of the electricity sector unbundling and restructuring, responsible entity for integration of this activity disappeared. Critical issue was/is generation adequacy/development based on Ten Years Network Development Plan (TYNDP) and Generation Adequacy Assessment (GAA). SoS process was launched as "way out" from this situation. The power system must be capable to withstand disturbances - i.e. events or incidents producing abnormal system conditions or contingencies - i.e. failures or outages of system components - with minimum acceptable service disruption. The threats potentially affecting security of electricity supply can be characterized in terms of impact areas, time duration, internal or external provenance (cyber, technological), intrinsic nature (natural, accidental, malicious and systemic). This paper aims to analyze a methodology for SoS rules, minimal criteria, including risk assessment plan, monitoring process, necessary measures in the process of the new electricity market implementation and preparation for synchronisation of Ukrainian power system and ENTSO-E.
